Cumbria System Leaders – Structure

There are two tiers to the Cumbria System Leadership, a partnership between School Leaders, the Local Authority, University of Cumbria, the Dioceses, National Leaders of Governance and Teaching School Alliances.

The strategic level will be known as the Cumbria Alliance of System Leaders (CASL) and three operational groups Local Alliance of System Leaders (LASL) will operate in South Lakeland & Furness (South), Allerdale & Copeland (West) and Carlisle & Eden (North).

Vision

Through partnership and collaboration we seek to provide the best learning and outcomes for all children and young people in Cumbria. We will work relentlessly to achieve the ambition of every Cumbrian school, setting and provider being great. Collectively, as a system, we will work to ensure that every learner in our county is the best they can be.

Aims

To form a distributed, self-improving system designed to:

  • Undertake a systematic analysis and assessment of the learning needs of schools and localities.
  • Co-ordinate school to school support in partnership with the Local Authority, National College and other school improvement agencies.
  • Develop leadership potential and succession planning at all levels from Initial Teacher Education to System Leadership and associated continued professional development.

Membership of Cumbria Alliance of System Leaders

This will be a strategic group and will consist of all relevant key educational stakeholders:

  • Vice Chair Primary x 2
  • Local Authority x 2 places
  • LASL North x 2 places (1 Primary, 1 Secondary)
  • LASL South x 2 places (1 Primary, 1 Secondary)
  • LASL West x 2 places (1 Primary, 1 Secondary)
  • CASH x 2 places (Chari & Vice Chair)
  • PHA x 2 places (Vice Chair +1)
  • University of Cumbria x 1 place
  • Church of England Diocese x 1 place
  • Catholic Diocese x 1 place
  • Governance x 1 place
  • Teaching Schools Coordinator x 1 place

Additionally, there is a CASL Executive comprising CASL Co-Chairs, Strategic Development Officer, LASL Chairs and one place each for the Local Authority, CASH and PHA.

Membership of Local Alliance of System Leaders

This group is the operational vehicle and, therefore, needs to be of an effective size and consist of leaders committed to school to school support.  It will consist of:

  • Chair
  • Vice Chair
  • CASL Strategic Development Officer
  • Cluster Communication Leads – depends on the number of clusters
  • Local Authority x 1 place (Senior Advisor)
  • Teaching School Coordinator x 1 place for each TSA
  • PHA x 1 place
  • University of Cumbria x 1 place
  • Church of England Diocese x 1 place
  • Catholic Diocese x 1 place
  • Governance x 1 place

Working Protocols

Common protocols will operate to cover the work of all involved in school to school support. These must allow:

  • All schools in a LASL area to be members of the LASL.
  • The LA to carry out its statutory function and interface with the developing model of school support.
  • The sharing of data and other intelligence, essential for the LASL to function and achieve its goals.
  • Swift decision making processes and agile responses.
